Application of Solar Bill Credits for Budget-Billing Customers

The Commission has recently collected information from the qualifying utilities concerning the participation of “budget-billing” customers in the Community Solar Program, in Commission Docket No. 22-00020-UT. Release of New Subscriber Management Portal Features and Addition of Customer FAQs

The Program Administrator is pleased to announce the release of new portal features for Subscriber Organizations (SOs) and Subscription Managers (SMs). SOs can now invite SMs to manage the subscribers for their selected projects (Dashboard tab -> Subscriber Management -> Manage -> Manage Subscriber Managers). Uniform Subscriber Disclosure and Consent Form for Multiple Accounts

In response to a request for clarification from a Subscriber Organization, the Program Administrator affirms that it is acceptable to use a single Uniform Subscriber Disclosure and Consent Form for one subscriber that has multiple utility accounts subscribing to the same community solar project when the terms and conditions of those subscriptions are identical. Updated Program Guidebook Now Available

The Program Administrator has published an updated version of the Program Guidebook to the program website. This incorporates updates and clarifications posted to the Program website since the original version of the Guidebook was published. Subscriber Organizations are required to read and the most recent version of the Guidebook and must also ensure that all subcontractors and affiliates adhere to all program requirements. Recent Inquiry Concerning Eligibility of a For-Profit Entity to Participate as a Subscriber

The Program Administrator recently received the following inquiry: “In SPS (Xcel) service territory, would for-profit entities with accounts under the Secondary General Service rate qualify as small commercial, or would only SPS for-profit entity accounts under the Small General Service rate qualify?” Such an entity would be treated as a “small commercial retail customer,” and thus, eligible to become a subscriber, as long as the entity’s peak load, as determined according to SPS’s Secondary General Service tariff, does not exceed 50 kW. Solar Bill Credit Rate Announcement

In accordance with a Commission order on March 6, 2025, Subscriber Organizations are authorized to use the solar bill credit rates from each utility’s currently filed tariffs. Update to Low-Income Subscriber Deadline
