The Program Administrator has released an amended Community Solar RFP and would like to thank the market for its feedback.

Following is a summary of the changes:

  • Local procurement preference: The local procurement preference criteria of the RFP has been amended to offer the opportunity to obtain a proportion of bonus points if the Respondent is a legal joint venture or partnership with an entity that qualifies under 13-1-21 NMSA 1978. Eligible Respondents will receive bonus points calculated based on the qualifying entity’s ownership percentage and the proportion of the total project cost provided or performed by the qualifying entity. Please refer to the amended RFP for sample calculations.
    • Please note that any bid attempting to obtain local procurement points must upload a copy of the qualifying entity’s Preference Certificate from the New Mexico Taxation and Revenue Department. Please ensure all SPEs are registered with the Program Administrator and approved before submitting a bid to obtain points for local procurement preferences.
  • Local ownership: Initially, local ownership was required to remain in place through a project’s operational date. The RFP has been amended to require local ownership to remain in place only through mechanical completion.
  • Labor Arrangements: The RFP requested an Operations & Maintenance plan and a description of labor arrangements. The requirement to provide a labor arrangements plan has been removed.
    • Please note that an Operations & Maintenance plan is still required.
  • Point of Interconnection: The requirement that the Point of Interconnection must remain as a bid requirement has been removed.
    • Please note while the Point of Interconnection may change, proposed projects must remain on the same parcel as the original bid.

Reminder: Subscriber Organization and any needed Affiliate registrations must be approved by the Program Administrator before bids can be submitted. As the bid window closes on January 31, 2023, at 4 pm Mountain Prevailing Time, registrations submitted after January 25, 2023, may not be reviewed in time to submit a bid before the closing of the bid window. Please submit registrations as early as possible to allow maximum bid submission time.
