Subscriber Reporting Requirements & Instructions
Ongoing authorization for Subscriber Organizations to operate community solar facilities is contingent upon compliance with the statutory low-income subscription requirement. Specifically, projects selected in May 2023 must have 30% of total project capacity subscribed by low-income subscribers by the project’s commercial operation date. The Subscriber Organization must provide the signed interconnection agreement to the Program Administrator within 14 days of signing. Additionally, projects that have committed to a higher level of low-income subscriber participation must meet the committed threshold.
Subscriber Organizations must submit monthly progress reports via the community solar program portal, allowing the Program Administrator to monitor and track each project’s commitments. Once a community solar project reaches its commitment for low-income subscriptions, the reporting frequency shifts to a quarterly basis to verify continued fulfillment of this requirement. This ensures that Subscriber Organizations remain committed to serving low-income communities throughout the lifespan of their projects.
Subscriber Organizations that fail to reach the required level within the specified timeframe may be subject to penalties at the Commission’s discretion. Penalties may include suspension or revocation of the Subscriber Organization’s authorization to operate.
The Program Administrator began accepting subscriber details through the program portal on August 1st, 2023.
Subscriber Reporting Tool
The subscriber reporting tool in the portal allows eligible Subscriber Organizations to perform two main functions:
- Subscriber Creation: Subscriber Organizations can create profiles for individual subscribers enrolled in a selected community solar project.
- Uniform Subscriber Disclosure & Consent Form Upload: Subscriber Organizations are required to upload signed Uniform Subscriber Disclosure & Consent Forms ("Disclosure & Consent Form") for each subscriber to the program portal. Please note, subscribers who do not have a compliant Disclosure & Consent Form uploaded to the program portal will not count as valid subscribers of a project.
Subscriber Creation Instructions
Subscribers can be entered either one at a time by typing the subscriber’s information directly into the portal or in bulk by uploading an Excel file that contains the required information for multiple subscribers.
Follow these steps to enter subscribers into the New Mexico Community Solar Program portal:
- Log in: Access the Community Solar New Mexico Program portal using your Subscriber Organization credentials.
- Dashboard: After logging in, navigate to the “Dashboard” section of the portal from the menu links at the top of the screen.
- Subscriber Management: Scroll down to the Subscriber Management section.
- Select an option to create subscribers:
- Create a single subscriber:
- Click the “Create/Edit” Button.
- Click “Online Form” to open the subscriber form.
- Fill out the information and click the button at the bottom of the screen to submit the information.
- On the next screen, upload a signed Disclosure & Consent Form.
- Return to the Dashboard and repeat for each subscriber.
- Upload multiple subscribers:
- Click the “Downloads” button in the Subscriber Management section.
- Click “Get the Subscribers Upload Template (XLS)” to download the template.
- Fill in the required information in the Excel template for each subscriber you wish to enter.
- When you are ready to upload the completed Excel template, click the “Create/Edit” button, and click “Upload Subscribers with an XLS File” to initiate the subscriber creation process.
- Correct any errors identified in the upload process and if necessary, re-upload the Excel file.
- Upload a signed Disclosure & Consent Form for each uploaded subscriber.

Please note that you must upload a signed Disclosure & Consent Form for each subscriber regardless of whether that subscriber was entered directly into the portal or in bulk via Excel template upload.
