Subscriber Enrollment Requirements & Instructions

Subscriber Mandates for Selected Projects

  1. Subscribers must be located in the same utility service territory as the community solar project they subscribe to.
  2. Each community solar project must have a minimum of ten subscribers.
  3. A single subscriber cannot subscribe to more than 40% of a community solar project’s capacity.
  4. At least 30% of each community solar project’s capacity must be filled with low-income customers or low-income service organizations.
  5. At least 40% of each community solar project’s capacity must be filled with subscriptions sized to 25 kW or less.

Electronic Signature & Enrollment Journey Requirements

Subscriber Organizations planning to utilize e-signature tools to secure subscriber signatures on the Disclosure Form must receive approval from the Program Administrator before enrolling subscribers. Please reach out to the Program Administrator at [email protected] to schedule a meeting to review the proposed online enrollment journey.

After a Subscriber Organization’s enrollment journey and e-signature method are approved, the Subscriber Organization or affiliate must obtain permission from the Program Administrator before making changes to the approved enrollment journey or switching to a new e-signature service.

The Program Administrator may conduct audits of subscriber enrollment journeys to ensure compliance with program requirements. All subscriber enrollment journeys are subject to review at any time by the Program Administrator.

Presentation Order for Program Documents 

Program documents should be presented to customers in the following order: 1. Flyer2. Subscriber Disclosure and Consent Form, and 3. Disclosure Form Appendix. The Flyer introduces the program, the Subscriber Disclosure and Consent Form summarizes important terms about the subscription agreement, and the Disclosure Form Appendix provides contact details for the Subscription Manager. All three documents must be presented to the customer before the customer signs a subscription agreement. The customer must sign the Subscriber Disclosure and Consent Form before they sign the Subscription Agreement.

Program Flyer

The Program Flyer provides an overview of Community Solar. The Flyer includes visual explanations of community solar, consumer tips, and information for low-income customers.

Uniform Subscriber Disclosure and Consent Form

The Uniform Subscriber Disclosure and Consent Form (“Disclosure & Consent Form) summarizes important information about the community solar contract and necessary information sharing between the Subscription Manager and the utility company. The Disclosure and Consent Form includes information about the community solar project, savings, size of the subscription, cancellation terms, and more. Disclosure Form Appendix

The Disclosure Form Appendix explains the different types of companies that are involved in your community solar subscription and provides you with contact information for any questions you may have about your subscription.
