We are pleased to announce that subscriber reporting is now open to Subscriber Organizations for projects that have been selected for the New Mexico Community Solar Program. This update marks an important milestone to track project progress and compliance with the program’s requirements.  

As of this release, the subscriber reporting tool allows eligible Subscriber Organizations to perform two main functions: 

  1. Subscriber Creation: Subscriber Organizations can now create profiles for individual subscribers who have enrolled in a selected community solar project. This step is crucial for accurately tracking all subscriptions attached to a project including low-income subscriptions and bid commitments.
  2. Disclosure Form Upload: Subscriber Organizations are required to upload to the program portal individual signed Disclosure Forms for each subscriber. These forms contain essential information regarding subscriber eligibility and serve as a means of verification for compliance with the program’s requirements.

Below are the steps to record subscribers in the Community Solar New Mexico Program Portal: 

  1. Login: Access the Community Solar New Mexico Program Portal using your Subscriber Organization credentials. 
  2. Dashboard: After logging in, navigate to the Dashboard section of the portal by selecting it from the menu links at the top of the screen. 
  3. Subscriber Management: Scroll down to the “Number 4 – Subscriber Management” section. 
  4. Create a Subscriber: Click on the “Create a Subscriber” button to initiate the subscriber creation process. 
  5. Complete Subscriber Form: Fill out the required form for each subscriber. Provide all necessary information to accurately record the subscriber’s details. 
  6. Submit Subscriber & Continue to Upload Disclosure Form: Once you have completed the form for a subscriber, click the “Submit a Subscriber and Upload Disclosure Form” button to save the information. 
  7. Upload Disclosure Form: Click the button Upload Disclosure Form and upload the executed corresponding disclosure 
  8. Repeat for All Subscribers: Repeat steps 4 to 7 for each subscriber that needs to be entered into the system. 

By following these steps, you will be able to record and manage subscribers in the Community Solar New Mexico Program Portal.   

Future iterations of the reporting tool will be released in the coming months to enhance its functionality and ease of use. 

We want to remind all Subscriber Organizations that the first benchmarking date for subscriber reporting is set for August 1st, 2023. On this date, all currently subscribed customers will be recorded.  

As stated in the program rules, ongoing authorization for Subscriber Organizations to operate community solar facilities is contingent upon their compliance with the statutory requirement of maintaining a minimum of thirty-percent low-income subscriptions per project by August 1, 2024 for projects selected in May 2023.  Additionally, projects that have committed to a higher level of low-income subscriber participation must meet that threshold. To ensure compliance, monthly progress reports must be submitted via the program portal, allowing us to monitor and track each facility’s incremental commitments closely. 

Once a community solar project reaches its commitment of low-income subscriptions, the reporting frequency shifts to a quarterly basis to verify the continued fulfillment of this requirement. This ensures that Subscriber Organizations remain committed to serving low-income communities throughout the lifespan of their projects. 

As a reminder, failure to reach the required level of low-income subscriptions by August 1, 2024 may result in penalties. The commission holds the discretion to impose disciplinary measures, including potential suspension or revocation of the organization’s authorization to operate. We urge all Subscriber Organizations to prioritize meeting the low-income subscription minimum and promptly report their progress to avoid potential penalties. 

For accurate and comprehensive reporting metrics, it is essential that all subscribers have a compliant signed Disclosure Form uploaded to the program portal. Subscribers without a valid Disclosure Form cannot be included in the reporting metrics and may negatively impact compliance assessments for the Subscriber Organizations.
