2023 Bidding Instructions

The information on this page pertains to the initial bid selection process that concluded on May 16, 2023.

Subscriber Organizations were required to register with the Program portal at www.csnewmexico.com before submitting any bids. Subscriber Organization registration opened on December 1, 2022, coinciding with the opening of the project bid window. All registrations required approval from the Program Administrator before any bids could be submitted.

Bids were required to be submitted electronically through the Program portal. The solicitation period opened on December 1, 2022, and closed on January 31, 2023, at 4 pm Mountain Prevailing Time. Subscriber Organizations could save an in-progress bid application, so that a bid did not have to be completed in a single session.

Pre-Application Report Contacts

Completion of a pre-application report or an equivalent report by the utility was required to submit a bid. Bidders were instructed to use the following webpages and email addresses to request pre-application reports:

Cultural Affairs Analysis

A favorable analysis from the Department of Cultural Affairs or a qualified independent expert was optional to be included with a community solar bid.

Department of Cultural Affairs: The Department of Cultural Affairs established a webpage listing the steps to obtain a favorable analysis. The Department of Cultural Affairs’ processing time to analyze a site and produce an analysis letter could vary from a few days to weeks, or longer, depending on the number of requests received. To speed up the Department’s review, Subscriber Organizations had the option to contract with a cultural resource professional to do a records search (also called a Class I search) and provide that information to the Department. Subscriber Organizations could select from a list of qualified Cultural Resource Consultants available on the Department’s consultants page.

Independent Qualified Expert: If the Subscriber Organization chose to use an independent qualified expert, the Subscriber Organization had to provide the expert’s credentials. The expert’s analysis was accepted at the discretion of the Program Administrator.
