No large commercial entities here, but organizations like public school, community, college, public housing, authority all of those can be a subscriber in this. 00:10:20.000 --> 00:10:26.000 In this program. small business could also be a subscriber affiliated entity. 00:10:26.000 --> 00:10:35.000 That means any entity under common control by a company and partnership. Any contract between 2 or more business partners. 00:10:35.000 --> 00:10:43.000 The partners use an agreement to outline their rights and responsibilities so hopefully that provides some clarity. and if there's still confusion again, please put it in the Q. 00:10:43.000 --> 00:10:52.000 A moving on to the Rfp. process overview. 00:10:52.000 --> 00:10:58.000 So, as I mentioned, subscriber organization is a very important term, and probably why you are all here today. 00:10:58.000 --> 00:11:07.000 So. The first step in even submitting a bid is to register has a subscriber organ organization, or so. 00:11:07.000 --> 00:11:19.000 The purpose of this is to ensure that no one bidder is awarded more than the allowed capacity, per utility, as well as management of compliance and consumer protection so subscriber organizations that take part 00:11:19.000 --> 00:11:34.000 in this program must abide by a series of requirements related to project development and operations as well as participant enrollment and engagement requirements can be updated, and they will be provided in the program guidebook Anything that's. 00:11:34.000 --> 00:11:42.000 Not introduced in the Rfp. which will be published on December first, and this is subject to change over the course of the program. 00:11:42.000 --> 00:11:47.000 Should there be updates, we, the program and administrator will make it publicly available on our website. 00:11:47.000 --> 00:11:50.000 We will update those who are on our subscribe to update list. 00:11:50.000 --> 00:12:02.000 So again, just a plug. It is extremely important to enroll with the correct point of conduct or update the pointer contact to someone that is relevant. and somebody who is going to respond to things timely so while we are 00:12:45.000 --> 00:12:55.000 evaluating bids. We, the program Administrator, may issue a request for additional information about any item in the bid or request for clarity. 00:12:55.000 --> 00:12:59.000 These requests will be made in writing. they will be available to you on your program. 00:12:59.000 --> 00:13:04.000 Dashboard. but they will also be emailed to you. 00:13:04.000 --> 00:13:20.000 So the respondent and the point of contact that is tied to the project bid is required to provide a written response to us within 5 business days of our request to you, or we may deem the respondent The better term is interchangeable 00:13:20.000 --> 00:13:24.000 here to be non-responsive, and we may stop evaluating the bid. 00:13:24.000 --> 00:13:34.000 So just a really important thing to make sure you have that process in place that you're getting the notifications that you need hint to move on just how the registration will work for you. 00:13:34.000 --> 00:13:42.000 So everything about our portal is it's electronic We will not be expected you to mail us documents. 00:13:42.000 --> 00:13:48.000 We will shepherd you through multiple steps here. That Cs New Mexico dot com. 00:13:48.000 --> 00:13:58.000 If you look there today, they'll be over right little plugin on the right hand banner that says Login, and that's where you will start your process of creating credentials. 00:13:58.000 --> 00:14:05.000 And then in the future logging in so here's just kind of the workflow of what that will look for like for you. 00:14:05.000 --> 00:14:09.000 So you click the login from the Program administrators website and you enter new credentials. 00:14:09.000 --> 00:14:17.000 I want to make sure everyone knows and is comfortable with the email credentials you use can only be used for one login. 00:14:17.000 --> 00:14:31.000 So just be aware if you're using just a specific person i'm like Joe Smith, that so and so dot com they are the ones that will get the updates about the subscriber organization or as you'll see later on here. 00:14:31.000 --> 00:14:36.000 affiliate updates needed. if that person leaves the company potentially. 00:14:36.000 --> 00:14:49.000 You won't have access to that so i'd suggest creating some sort of process flow like a shared inbox at multiple people have access to and if you do plan to create more than one registration again, you will 00:14:49.000 --> 00:14:56.000 need multiple different emails. so creating that process for yourself to ensure that everyone has access that needs access. 00:14:56.000 --> 00:15:06.000 So once you enter those new credentials you'll have an option, you'll be asked if you're a subscriber organization which we defined earlier today, or an affiliate which we also defined affiliate 00:15:06.000 --> 00:15:13.000 registrations are for potentially llcs different businesses that you're creating under your parent Umbrella Company. 00:15:13.000 --> 00:15:18.000 All affiliates have to be tied to a subscriber organization. 00:15:18.000 --> 00:15:26.000 So to kind of go through workflow subscriber organization that's what you'll register as first if that's what you deem that role to be. 00:15:26.000 --> 00:15:37.000 Then go to us, the program administrator, to review and hopefully approve that registration. Once it is approved, then you can start creating bids again through our portal. 00:15:37.000 --> 00:15:43.000 You cannot create a bid ahead of having to subscribe or organization attached and approved. 00:15:43.000 --> 00:15:49.000 First and the other side. you can also register as an affiliate. 00:15:49.000 --> 00:15:59.000 If you start that registration process you will have to connect to a registered subscriber organization, so if you're an affiliate out there partnering with the subscriber organization, please ensure that they have 00:15:59.000 --> 00:16:04.000 enrolled, and they are registered and approved. 00:16:04.000 --> 00:16:15.000 Once you connect to a subscriber organization or ask to the subscriber organization, will then see the ask on their program dashboard in that portal, and they can approve it. 00:16:15.000 --> 00:16:20.000 No affiliate can just attach with the subscriber organization approving it. 00:16:20.000 --> 00:16:25.000 Once the subscriber organization approves that says yes this is someone I'm working with. 00:16:25.000 --> 00:16:28.000 Then the affiliate registration will come to the program. 00:16:28.000 --> 00:16:33.000 Administrator us to again go through that process of reviewing and hopefully approving it. 00:16:33.000 --> 00:16:47.000 Once the affiliate is approved, the affiliate can create bids. So kind of the same process, An important thing to know is the subscriber organization will be able to see and modify all bids that they have created 00:16:47.000 --> 00:16:58.000 if they're working with an affiliate the subscriber organization, can only read the affiliates bids that are tied to that subscriber organization, and the affiliate login will be the one that has to manage 00:16:58.000 --> 00:17:11.000 that bid the affiliate cannot see any bits outside of the ones they were attached to would subscribe our organizations, or, you know, multiple if they're attaching to multiple subscriber organizations 00:17:11.000 --> 00:17:15.000 again. Since it is you do have to commit to these entering the program. 00:22:16.000 --> 00:22:26.000 So there is that minimum 30% company that is has to be reserved for low-income customers and low income service organizations. 00:22:26.000 --> 00:22:30.000 But there's a few other things the project must have at least 10 subscribers. 00:22:30.000 --> 00:22:41.000 No single subscriber, maybe allocated, more than 40% of the capacity, and at least 40% of the capacity must be available in subscriptions of 25 kilowatts or less. 00:22:41.000 --> 00:22:48.000 Just a kind of a brief overview of the low income customers that are eligible to meet the 30% carve out. 00:22:48.000 --> 00:22:54.000 I can be pretty qualified, based on participation. and Medicaid snap lie heap first time. 00:22:54.000 --> 00:23:07.000 Homeowner programs affordable. housing facilities and state and Federal income tax credit, and entire multi-family affordable housing project make qualify. 00:23:07.000 --> 00:23:20.000 It's entirely at if its entire load is considered the low income subscriber, and then a customer who does not qualify under one of those programs may provisionally qualify as a low income subscriber by signing a 00:23:20.000 --> 00:23:23.000 self at testation that the customers income and household size qualified. 00:23:23.000 --> 00:23:34.000 The customer is a low income subscriber until the customer provides sufficient confirming documentation, and they need to do that with 90 days of their self attestation. 00:23:34.000 --> 00:23:48.000 Just a reminder. Each subscriber organization's ongoing authorization to operate a project in New Mexico is dependent upon the organization's compliance with the statutory 30% low income subscription minimum for 00:23:48.000 --> 00:23:56.000 each project. Each subscriber organization is mandated to report to us the program administrator on a monthly basis. 00:23:56.000 --> 00:24:08.000 The organization's progress towards meeting that requirement it is mandated that the subscriber organization hit that 30% within 12 months of project selection. 00:24:08.000 --> 00:24:11.000 So just keep that in mind, and reporting will continue quarterly thereafter. 00:24:11.000 --> 00:24:25.000 Once their subscriber commitments are met, and not just the minimum, but anything that you have committed to above and beyond in your project that 00:24:25.000 --> 00:24:33.000 Just a few consumer protection updates. So some upcoming documents to keep an eye out for we will be producing a best practice as toolkit. 00:24:33.000 --> 00:24:40.000 So just suggestions on how you can be a good subscribing organization in the market and protect your customers. 00:24:40.000 --> 00:24:45.000 And not only that, but protect yourself from complaints.
